Overview
H2MA works to accelerate the transnational roll-out of green hydrogen mobility infrastructure in the Alpine region, to curb CO2 emissions and foster the transition to low-carbon transport. Through the joint development of cooperation mechanisms, strategies, tools, and resources, the project will increase the capacities of territorial public authorities and relevant stakeholders to collaboratively plan and pilot test zero-emission hydrogen routes across the Alps. As a result, H2MA will improve the governance of green hydrogen mobility, boost the uptake of green hydrogen for heavy transport, unlock green financing, and strengthen the cooperation framework between public authorities and companies involved in green hydrogen mobility.

Description
H2MA brings together 11 partners from all 5 Interreg Alpine Space EU countries (SI, IT, DE, FR, AT), to coordinate and accelerate the transnational roll-out of green hydrogen (H2) infrastructure for transport and mobility in the Alpine region. Through the joint development of cooperation mechanisms, strategies, tools, and resources, H2MA will increase the capacities of territorial public authorities and stakeholders to overcome existing barriers and collaboratively plan and pilot test transalpine zero-emission H2 routes.
H2MA’s integrated planning and implementation solutions for H2 mobility will enable the synchronized deployment of transnational infrastructure for freight and passenger transport (heavy duty trucks and railway in the short-term, maritime and aviation in the long-term), in tandem with urban mobility planning (buses), amplifying the macro-regional impact of currently siloed initiatives. As a result, H2MA will contribute to climate change mitigation (by curbing GHG emissions), reduce air and noise pollution, and further support the growth of Alpine space as a sustainable transportation hub, significantly advancing the shift to low-carbon mobility.
TERRITORIAL CHANGE H2MA will:
- Improve the governance of green H2 mobility in the Alpine region, as over 20 policy authorities and 80 stakeholders will use and upscale project outputs (resources, tools, strategies), optimizing mobility plans.
- Boost the uptake of green H2 for heavy-duty transportation across the Alpine space by supporting infrastructure development for at least 2,000 H2-powered vehicles, thus contributing to saving approximately 240 thousand CO2 tons (per year) by 2030.
- Unlock green financing and improve the cooperation framework between public authorities and businesses involved in green H2 mobility in the Alpine region, by deepening public-private synergies and harmonizing policy planning with automotive and green H2 production and distribution value chains.

DownloadThe output O 1.1 - The Common planning and decesion-making resource set to jointly coordinate the roll-out of green H2 mobility infrastructure across Alpine transportation networksThe output O 1.1 – referred as a “Common planning and decision-making resource set to jointly coordinate the roll-out of green H2 mobility infrastructure across Alpine transportation networks” presents a set of resources developed within the WP1 of the H2MA projects. Within the workload, the PPs have investigated the roll-out rate of the green H2 infrastructure in their territories, based on the KPIs set in their respective local/regional/national mobility action plans and H2 strategies. Based on the findings and counting in the existing EU regulation, the partners have developed a decision-support planning tool, also called “H2MA planning tool”, which not only serves as a resource set and a database for presenting existing and planned hydrogen infrastructure units in the partner territories, but is also able to present future roll-out scenarios, helping local authorities and decision makers on different levels, by the spatial planning of future green H2 infrastructure projects. Recommendations and updates for local, regional, and national hydrogen strategies and mobility plans, integrating H2MA knowledge, resources, and tools
DownloadThe output O 1.2 – referred as a “Recommendations and updates for local, regional, and national hydrogen strategies and mobility plans integrating H2MA knowledge, resources, and tools” was developed in a merged approach together with the activity A 1.6 – “Integrating H2MA knowledge and resources into partnership territories’ H2 and mobility strategies”. The partners have updated their regional and local H2 strategies and mobility plans with the knowledge and resources produced within the first two periods of the H2MA project. The outcomes have been collected in the “Report on the implementation and achievements of recommendations and updates of local, regional and national hydrogen strategies and mobility plans, integrating H2MA knowledge, resources and tools”. -

Transferability toolbox for uptaking and/or upscaling the H2MA approach for green H2 mobility in partnership areas and beyond
The toolbox comprises WP3.1 and WP3.2 business and policy resources (i.e., implementation handbook, governance model, policy harmonisation recommendations, roadmap for developing green H2 mobility ecosystems, interoperability synergies). It will guide and support business ecosystems and policy-makers both within partner areas and beyond to take-up and continue building on the project approach, building and/or strengthening collaboration with H2MA partners. -
Collaboration framework with green H2 mobility actors, ecosystems, and businesses, initiating synergies to tap into green financing and investement opportunities.
Partners, LWGs members, and stakeholders will liaise with H2 ecosystems and relevant businesses to sign Memoranda of Cooperation. As a result, H2MA will deliver an ‘Alpine collaboration framework’ that will enable targeted actors to jointly pool resources and capacities to unlock (transalpine) financing opportunities (e.g., setting up public-private partnerships). In this way, H2 ecosystems will be empowered to build upon and expand the transalpine route designs pilot-tested by H2MA.

Green H2 route masterplan for Alpine Space - Pilot Implementation, SLOVENIA
WP2 builds on the outputs of WP1 by actively implementing and pilot testing the joint development of transalpine green hydrogen routes. This effort includes advancing territorial mobility plans and increasing partners’ capacities on interconnected H2 supply & distribution planning across the Alpine space. Through the WP2, H2MA partners aim to increase the participation and coordination capacities of green H2 infrastructure actors to effectively plan transalpine green H2 mobility routes (with the deployment of Local Working Groups as pilot implementors), and to improve the implementation knowledge of municipalities, regional councils, and energy agencies in facilitating and monitoring the delivery of interoperable green H2 mobility solutions. 1. The first step was the organization of Local Working Groups by the pilot partners* in their areas (Slovenia, Italy, Austria, France, Germany), involving stakeholders from their respective regions. Through these meetings, hosted in different formats, stakeholders could exchange knowledge, discuss regional strategies, and develop coordinated approaches to advance hydrogen initiatives in their areas. A summary report of Local Working Group meetings (visualizable on the resources: D.2.2.1) was finally made by PFV, who collected several inputs, focusing on participants’ experiences with the design of territorial green H2 networks. *The Pilot partners are: KSSENA (SI), BSC Kranj (SI), EMS (FR), FLA (IT), PFV (FR), CMT (IT), 4ER (AT), LR (IT), COD (IT) 2. Currently H2MA partners are working on the second stage (D.2.3.2): the Green H2 route masterplan for Alpine space. In an upcoming workshop, FLA will guide the partners on how to review and collaboratively merge the territorial route designs into a unified transalpine Green H2 masterplan. Finally, they will present the transalpine masterplan for Green H2 mobility along with the lessons learned from the workshop, emphasizing the procedures employed to create the masterplan. This working process will allow the pilot partners to validate the common trans-Alpine green H2 mobility masterplan and submit it to the corresponding national and EU bodies responsible for the development of H2 strategies, in order to receive feedback. In conclusion, all the partners will organize the final Local Working Groups meeting to integrate the received feedback and evaluate the pilots’ impact in the Alpine space. Pilot Implementation - SLOVENIA Local Working Group meetings were conducted by PP2 - BSC Kranj and PP1 - KSSENA to engage stakeholders in hydrogen infrastructure planning. BSC Kranj's LWG, held concurrently with the transnational H2MA LWG kickoff on the 26th of March 2024, introduced the H2MA tool via video presentation and facilitated discussions on infrastructure planning. KSSENA convened its LWG on April 2, 2024, and subsequently on May 17, 2024, focusing on the Velenje region. -

First PP12 – COD held an online meeting with stakeholders from Vienna Region and Regione Veneto. PP9 - RL conducted different meetings with stakeholders. The meetings took place on 15/05/2024 and 29/05/2024, held both in Milan and virtually, via Webex. Partner PP6 – CMT organized two online meetings on the 17th and 18th of June 2024 with stakeholders from the Piedmont region. -

Pilot Implementation - AUSTRIA PP8 - 4ER organized LWG in Austria/Styria, to present and discuss the H2MA project and especially the H2MA planning tool with the local stakeholders and to collect their feedback, input and needs. Based on this the H2-routes for the Styrian region will be created, and the results will be discussed with the stakeholders within a second round of LWG meetings. They first organized a meeting with the Styrian national and regional Development department and a meeting with the Styrian Energy Agency onsite. Then, online, they organized a meeting with the Regional economic representatives in course of the “Standortmanager: innentreffen”. Finally, they organized an online meeting on the 11th of June 2024 with interested stakeholders. -

To gather more feedback from those stakeholders and from those who could not join the first LWG, Partners organized an online meeting still for the Grand Est region. Moreover, they organized a last meeting onsite with stakeholders from the region Bourgogne-Franche-Comté.

The Work Package 3 will focus on enhancing the adoption of green hydrogen mobility solutions across the Alpine region by providing essential resources, strategic frameworks, and training workshops.
WP3 aims to boost collaboration, harmonize relevant policies, and create synergies among key stakeholders, facilitating the development of green H2 value chains and driving sustainable hydrogen mobility forward.
